What is FCCL in PPPs?

FCCL stands for fiscal commitments and contingent liabilities: the payments a government has promised under PPP contracts, such as availability payments, and the obligations that may arise if risks materialise, such as guarantees or termination payments. Managing FCCL means identifying, valuing, monitoring and disclosing these exposures in the budget.

How can government officials prepare for the CP3P exam?

RM Advisors runs structured CP3P preparation programmes, online, in person or blended, with mock exams and topic reviews, delivered by an APMG-accredited trainer in English and Russian.

Do you work with international financial institutions?
