Founder & Managing Director

Remir Mukumov leads RM Advisors with deep expertise in PPP advisory, fiscal governance and fiscal commitments and contingent liabilities (FCCL), institutional strengthening, and capacity building.

With extensive experience working with governments and state-owned entities across Central Asia and internationally, Remir focuses on practical delivery: developing governance frameworks, establishing decision gates, supporting project preparation, and providing implementation support that translates policy into action.

His work emphasizes knowledge transfer through training programs and exam preparation (including CP3P certification preparation), delivered in blended formats combining online and in-person sessions to build lasting institutional capability.
