Mozambique has held a large international session on its transport portfolio: 96 companies, more than 30 countries, 4 major projects, future procurement under World Bank rules. In essence this was early market engagement, not market sounding. Here is why.
Closer to testing a specific deal. The market is shown the proposed model, key risks and contract structure, and the government checks whether there is interest and on what terms.
Broader and earlier. The client:
Participants were shown the whole transport portfolio worth almost $898 million, upcoming packages for roads, bridges, urban mobility and advisory services, partner selection approaches, World Bank requirements, environmental and social commitments, and indicative tender timelines.
There were elements of market sounding too: the market was asked about contract size, risk allocation, interest in design-build and mobilisation periods. But this was only part of a wider process.
The most important signal: the organisers stressed that taking part in the session does not mean prequalification, shortlisting or any advantage, and that all procurement will follow the normal competitive process. For an honest and transparent dialogue with the market, this caveat is key.
If a government opens up to the market early, shows its pipeline, explains the rules and collects feedback before the tender, that is early market engagement. If it is testing the viability of a specific deal structure, that is market sounding. Mozambique did early market engagement with some elements of market sounding.
